House Bill 648 Senior Homestead Exemption No Income Requirement

To amend an Act providing a homestead exemption from City of College Park ad valorem taxes for municipal purposes for the full amount of the assessed value of the homestead for certain residents of that city who are disabled or who are 65 years of age or older, approved May 1, 2023 (Ga. L. 2023, p. 3696), to remove the income cap from such exemption; to provide for compliance with constitutional requirements; to provide for a referendum, effective dates, automatic repeal, mandatory execution of election, and judicial remedies regarding failure to comply; to repeal conflicting laws; and for other purposes.
The municipal election superintendent of the City of College Park shall call and conduct an election as provided in this section of the City of College Park for approval or rejection. The municipal election superintendent shall conduct such an election on the Tuesday after the first Monday in November 2025 and shall issue the call and conduct that election as provided by general law. The municipal election superintendent shall cause the date and purpose of the election to be published once A week for two weeks immediately preceding the date thereof in the official organs of Fulton and Clayton counties.

CAMP TRUITT SENIOR CENTER: 4320 Herschel Rd. College Park, GA 30337 404-613-6900 The Senior Multipurpose Facilities and Neighborhood Senior Centers have reopened with limited access. Multipurpose Facilities are open 9 a.m. - 5 p.m. and Neighborhood Senior Centers are also open 9 a.m. - 4 p.m. The Fulton County Department of Senior Services operates senior centers throughout Fulton County, offering a wide array of programming for older adults. These include Neighborhood Senior Centers.
FULTON FRESH MARKET: Fulton Fresh Mobile Market was created to educate residents in communities designated as “food deserts” on the importance of fresh and in-season produce. Every Tuesday, Wednesday, and Thursday attendees will participate in a 30-minute UGA Extension SNAP-Ed nutrition education live presentation and then be provided with a free bag of in-season produce from our mobile market. Fulton Fresh works on creating healthy recipes with fruits and vegetables THAT are tasty and fun to make. In addition, instruction is given on lowering sugar and salt intake as well as tips for increasing water consumption, etc. Fulton Fresh programs include the Mobile Farmers’ Market and adult and youth programs.
LOW-INCOME HOME ENERGY ASSISTANCE (LIHEAP): LIHEAP is a Low-Income Home Energy Assistance Program that helps to keep families safe and healthy through initiatives that assist with energy costs. LIHEAP is a seasonal program that runs annually between November and March. (LIHEAP) is available to all income-eligible households in Fulton County and the City of College Park. This program offers a payment of $500 or $400 once per program year to be applied to your home energy bill. The LIHEAP program is currently OPEN. We will begin accepting applications on January 13th, 2025, for seniors (65+) and on February 3rd, 2025, for the general population. Just so you know all services are provided in person and by appointment only. Please arrive on time for your scheduled appointment and bring copies of all the required documents. Thank you. LIHEAP Heating Accepting applications for Seniors (65+) beginning January 13th, 2025, and the general population February 3rd, 2025, until funds are exhausted. LIHEAP Cooling Accepting applications for Seniors (65+) April 7, 2025, for the general population, May 2, 2025, until funds are exhausted.
SENIOR MULTIPURPOSE FACILITIES: Neighborhood senior centers Fulton County’s neighborhood Centers support the County’s Congregate Meal Program by providing seniors with nutritious meals in a group setting. In addition, the centers offer life enrichment classes, health education, fitness, and activities that promote a safe, active, healthy, meaningful, and productive life for senior participants. Senior Multipurpose FACILITIES Fulton County's four multipurpose facilities allow seniors ages 55 and older to participate in life enrichment classes, nutrition, education, fitness, leisure, and other activities. The facilities have cafeterias, gyms, therapeutic pools, computer training centers, and art classrooms. There is no cost for Fulton County residents, but non-residents pay a $100 annual fee. All senior multipurpose facilities rely heavily on volunteer support.
